E-350 Van Electrical/Dash problems

Hello all,
I just picked up a well-worn 1990 350 econoline van for work use thinking all it needed would be a new headlight, but it turns out new headlight or not, I can't get any juice running to it. The cig lighter isn't getting any response nor the Temp gauge. The I've replaced some fuses and they seem to be all there and after opening up the dash, the connections all seem to be solid.
Any ideas of where to look next??
