Car theft recovery device

I read that many stolen cars are never recovered. Lately many end up in Mexico. Is there a device that has coverage in Mexico? I do not have a GM car, so I cannot use OnStar. Street Eagle has very limited coverage in Mexico.

Anything satellite based should work.
