Blower Motor to 2001 Grand Marquis

I have power getting to the blower motor but it won't turn. I have tested the motor via another power source and it does work, but only perhaps due to higher amps (hooked it up directly to the battery for a second). Is it possible that the motor is broken, only turning at higher amps.
Any thoughts

Motor is probably good. Next is a resistor usually on distribution box or the fan switch itlelf. Test for the voltage getting to the motor which would help with this, T
