97 Nissan headlight headache

The right side low-beam headlight won't work on my '97 Nissan pickup.High beam works fine. Left side works fine, low or high beam. I changed seal beams, put a new pigtail, checked the fuse,(inside cab).It still does not work. Went through a roadblock the other night, the Deputy said GET IT FIXED.HELLLLP!
