96 Jeep Cheeroke AC, windshield wipers, and cigarette lighter all went out

The AC, windshield wiper motor and cigarette lighter did not work when i started my jeep up today. The odd thing is the windshield wipers work if and only when you turn the ignition switch backwards. I checked all of the fuses and the all appear to be good. Anyone have an idea to what is wrong?

Fuses don't work then not work back and forth like that and "LOOKS" means little you need to see it they have power when they should when the circuit should be enabled. Test light best.
Things seem to get power when in acc. position suggests to me the ign switch (not the key cylinder) isn't sending along power unless in "run" position. First suspect is the ign. switch to check now,
