91 aerostar electrical surge

my 91 aerostar xlt has a problem with a power surge and driver's side fender has a charge running through it. the alternator and battery were bench tested and were fine. when the car is idling or driving, the lights dim and brighten as well as the instrument clusters. we have found no wires that could have grounded out onto the fender. the car has been sitting with the ase master mechanics for 2 months and they haven't got a clue. it has had a complete tune-up so the cap, wires, rotor, etc. are new. the car has had diagnostic testing by ford technician, he is stumped. heavy arc started the problem. the problem can't be imitated to pinpoint the origin of the arc. battery cables are new, starter selenoid is new. under extreme load, voltage stabilizes.acceleration during heavy load and voltage spikes again.

Sounds like the charging system has the problem. If the voltage is erratic chances are the voltage regulator is grounding out internally. I'd start by replacing the alternator and load testing the battery.
If you had a short to ground that caused the big arc, you possibly damaged electronics in the vehicle. It doesn't take much of a spike to fry computers and logic boards.
