2011 Milan tail lights too bright

brake lights will not go off when headlights turned on. Brake lights work normally when headlights turned off. Brake light on rear shelf not affected by headlights being turned on.

It sounds like you have a short between filaments somewhere. You could have a shorted socket, shorted wiring or even a wrong bulb.
