2009 Jetta Blower + Lighter not working

2009 Jetta Blower + Lighter not working Sign In

2009 Jetta: My blower and cigarette lighter are not working. I've traced the schematic up to a 40A fuse (#40) in the internal fuse box .. the fuse tests OK but when I remove it and turn on the car I don't measure 12 volts on the attachment points (and I can see it on other unused fuse locations). The schematic I have in the Chilton Manual shows that this power comes from the "Vehicle Electrical System Control Module" but I don't know what or where this is.

engine size?

I can't find anything on the location of that module.
