2001 Ford Focus ZX3 Reverse lights not responding

Reverse lights haven't been working for a while, at least a year. We finally bought replacement bulbs, and they didn't work. We tested the electricity with a multimeter, and there is juice flowing to where both bulbs go. When the car is in reverse, the reading varies from 19-30 volts, and when it's not in reverse we get no reading, which I assume is perfectly normal. We figured we were given the wrong bulbs, and lo and behold, we were. However, when we purchased the presumably appropriate bulbs, after seeing exactly which ones we needed from the manual, the bulbs still didn't respond. Any ideas on what this could be caused by?

You have to test for ground also. If you verify ground, then you have to have a bad socket but it's unlikely to have 2 bad so i suspect the ground.
