1995 Ford 150 Pickup Broken Horn

I have a 1995 Ford F-150 Pickup. My horn does not work…horns are ok, relay is ok, fuse is ok, horn button is ok. The only thing I can find wrong is voltage going to relay from the horn button is low (around 9 volts). The panic button that makes the horn beep works. I don’t know if they’re related somehow, but a week earlier the cruise control shorted out and blew a fuse. It knocked out the anti-lock brakes and steering wheel lockout. Seeing that the horn and cruise control both have their wires going through the clock work wiring to get to the steering wheel controls, could this have shorted out the computer to affect the horn? Maybe the horn went then and I did not know it. Any help anyone might have would be appreciated. Thanks.

When you press the steering wheels horn button do you hear the relay clicking? Looking at the wiring diagram it could very well have something to do with the cruse control. Dan. Canadian "EH"

Yes it does Dan. Have no idea why Ford would run it that way. Have found many ground wires from the cruise module cause these problems. Being way2old is why I need help from younger minds

Dan, Your schematic of the wiring for the horn was very helpful showing my husband that the horn's ground went through the cruise control. This gave him a hint of what his problem could be. After doing some more troubleshooting on the wiring, he realized that his cruise control had to be put back together and once he did that, the horn worked again.
