Truck will not turn over. lights come on and I get a soleniod click then nothing and the lights do not return. The battery is at 13 volts and 90@ capacity. What's up?

First make sure the engine can be rotated by hand. Use a socket on the crankshaft bolt.

After that clean all the cable connections with a wire brush(both ends of both pos and neg cables)

Can you tell where the click is coming from?

Sounds like the starter relay. Motor does turn over manually

By starter relay I assume you mean the solenoid on the fender well, next to the battery. If that is making a loud click, then that leaves pretty much just the starter or a cable connection. Those Fords were pretty notorious for connection issues with the cables that looked clean by visual inspection.

You can't test a battery using a charger.
