I have replaced the headlight switch and the high beam switch. I have also check the relays with a ohms meter and continuity was fine. If I hold the high beam switch in the up position the headlights will stay on with out blinking but I will be driving with my highbeams on. The "flash" mode continues to work is strange so must by-pass other things. One thing might cause erratic things like this is a common ground to headlights be it a strap to fender or where it needs it. If just time and quits it might just get warm and lose connection? Do they work later after cooling off? BTW - near impossible to verify a relay by testing when problem is not happening and probably isn't when you check at all, T Discretesignals Ultimate Carjunky / Moderator Dec 23, 2014, 5:37 AM Post #3 of 3 (1779 views) Re: 1991 Dodge Dynasty headlights blink Sign In Using a volt meter or test lamp check voltage at fuse #1 when the high beams quit. When the low beams are acting weird check your voltage at fuses #3 and #4. Don't remove the fuses. You should have a constant 12-14 volts. If the headlamps are blinking really fast, the volt meter may not be quick enough to measure the signal changes. The 12 volt test lamp would be a better choice unless you could get hold of a lab scope.
