1983 porsche 944 windows

Having problems with my 944 porsche. Windows on both sides will not go down, having no other electrical problems. Checked fuse, no luck. Thought maybe would be a relay but the manual says no relay for that year.
Already took it all apart, connections seem good, but no power coming to the wiring at all for the motor.
Problem I'm seeing is that the fuses seem messed up.
Set up in a 1-2-3-4-5-6-7-8-9 setup, where 9 is supposed to be unused according to the manual, but instead 7 is blank and it has 8 and 9, manual says 8 is supposed to be a 25amp fuse for the windows but it has already blown once.
Thoughts?
