2009 Nissan Rogue AWD 90,000 Miles

For a few days when starting this car, It would whirr or whine after starting it. This would last for about 1minute then would go away and sound normal. However, now it will not start at all. Outside Temp is ~40F. I have a video showing the associated indications when trying to start it.

If you listen closely it sounds like something is spinning while attempting to start and RPM meter seems to have slight deflection. Also, the battery has been verified to be in good working order.
There is another probably unrelated issue but I will include the details in the event it may be related. The key did not need to be in the ignition to start the car. instead there was a proximity sensor that allowed starting the car as long as the key was within ~15ft. For the last 4 months, this feature has stopped working and now the key has to be inserted into the ignition. (I suspect it's a battery thing for the key and am not worried about getting this issue fixed)

your description sounds to me like a STARTER issue,
Basically the starter is spinning BUT not engaging the engine... a possible ring gear or starter drive pinion issue.

THe proximity issue is secondary and should be addressed after we gwet this started.

Watching the gauges, I'd guess you have a battery or battery connection issue. How did you test the battery?

The vehicle was unable to be jump started with a different battery. Then the battery was removed and fully charged up, and the voltage verified to be adequate. So it was then re-installed back in the car.

Using a volt meter, what is the voltage at the battery terminals while attempting to crank the engine?
