Have a 94 Cadillac Seville and have been having what I think is a serpentine belt problem. It all started about 6 months ago when my better half was leaving the market and couldn't even put the car in gear. It just so happened one of her friends was with her and her husband happened to be a retired mechanic. He said it was a serpentine belt so he changed it and a pulley as well. Did it in the market parking lot as a matter of fact. Fast forward 5 months and on a cold startup there was a chirping noise which was diagnosed (by a shop mechanic) the serpentine belt was bad. He changed it and for a week there were no problems. then out of the blue the chirping noise came back. Wife had the car at the time and she took it back to the shop where it was last changed. The guy did something (she didn't know what but he charged nothing for what he did) and for a week there was no chirp. Now it's back again. only chirps if it's a cold startup. after it's been driven about 15 minutes it disappears. What could be causing this? thanks for reading and will appreciate advice

Sure seems belt oriented. Make sure tension is good. I've had a few brands of belt that just won't shut up. Big enough of a problem many belt makers offer "quiet" belts - especially useful with cars with some miles or age as the pulleys get shinny. Should be easy belt to swap yet again for a know quite one. I've awesome luck with these If and only if it's known that it's belt only.
Dayco and others make them too. Only problem is with all they stretch faster and will reach limit of self adjust that much faster so need to be looked at periodically on schedule. Not big bucks and they do work.
Test for belt only with some WD-40 on friction side of existing belt while noisy. It won't stop it for long but if it instantly goes away that's a pretty clear sign the belt itself now, new or not is the issue. Replacing all pulleys would work too but difficult and expensive,

They did have a bulletin in those years addressing belt noise.
They ,GM, came out with a revised belt but before installing the belt,(Clean the deposits from all the drive pulley grooves with a nylon bristle brush)

I have what seems to be the same problem in my car. I hope this might be of some help. I took it to a local garage who checked the belts and said they're ok and reckoned that a small leak on the the hose from power steering fluid is the cause. I must state though that my car is nothing as glamorous as yours. Its a basic, bog standard ford ka.
