95 Camry Whining noise when turn wheel L or R

What could it be if when you turn the wheel either L or R it makes a whining noise? Steering is not difficult, I will be checking the steering fluid when it is light outside tomorrow. Could it be the steering pump? Could it be fixed by myself or should I see a mechanic? What else could it be?

Start by checking the fluid level. Top it off and start the car. Look in the reservoir for any foam or bubbles. It is possible that the fluid is low and the system has air trapped in it. As you drive the car the noise should go away. If it doesn't, and there are no visible leaks, the power steering pump may be on its last legs. Steve
