This is a hatch back?
The rear storage is often a source of noise there is no divider (trunk) muffling the noise..
It is a Volvo not the same as a GM or Toyota for engineering.
Maybe check tires first. Window seals, door seals etc, Something in the rear storage area may dampen noise - coats, luggage confirming the source.

yes it is a hatchback. the noise is so bad you can't talk on cell

Guess it's late in the day for this or early for tomorrow. Need to explain this more than you have.
The site's Crystal Ball is down for servicing so not much to go on?
A wheel type sound? Bearing type sound? Are tires even? Is exhaust system OK? Brake type noise? List would go on all questions,

Just the passengers in rear seats have trouble with cell phone usage - would confirm the rear cargo area as likely source.
