2003 Corolla hub run-out?

2003 toyota Corolla 1.8L non-ABS 117,000 miles I installed new pads and rotors on our 03 Corolla about 8 mos and 11k miles ago. The car now has 117k miles on it. I has developed some pedal pulsation and low speed grinding, especially in reverse. I found .005 run-out on the right front rotor, so I tried clocking it on the studs. It went as high as .007 and no lower than .005 rotating the rotor position on the hub. I got a brand new rotor (not cheapest) and found .005 with that one too. There is no discernible play in the bearing with the wheel attached. I was unable to accurately measure hub run-out with the tools I have.Is it possible for the hub to be bent or knocked out of alignment from an impact, etc.? Is my best bet to replace the hub/bearing assembly? I was planning to replace the front struts and strut mounts at the same time.

Could be a bad rotor even if not the cheapest one. Sometimes and common where I am is corrosion builds up on the hub such that even a perfect rotor isn't true because the hub isn't true. Most if the case can be scraped off (rust of whatever) with a gasket scraper to a nice flush surface again. If it's gone on too long it may have worn the rotor some and be off now - all that if that is noticed. Side note: I may not have time today to respond to replies, T
