1996 Subaru Legacy Outback (humming/vrooming noise)

When the car is at idle there is no strange sounds. However, once the car reaches about 30mph there begins , what can only be described a humming/vrooming noise. The noise is not constant, it is a pattern, and get faster as the car increases in speed. I'm pretty sure its not coming from the engine or transmission. Any guesses?
