If this master is adjustable and wrong then it could and pedal would be way too tight up top of travel. Find the warmer wheel or wheels that might share a flex hose and release some (quick) pressure from a bleeder at a brake and if in hand you feel that free up it's the hose. It can be residual hydraulic pressure from anywhere in the system to include the master cylinder, especially if the issue is at more than one wheel. For that reason you should perform that test of cracking the line open at the master first and see if that releases the brake.
