I just purchased a 1998 chrysler town and country mini van it has a 3.8 motor in in it about 146,000 miles on it. On the side of it it has a lxi i didn't get a book so don't know much about it. Was told the emergency brake needed adjusting. never touched the e-brake. for a couple of days noticed scraping noise coming from back of van when stepping on brake. I parked it and it sat for a couple of days and when i went to drive it the next time i started it and put it in reverse to back up and it won't move like theback wheels don't turn. Put it in drive and the same thing happens. If it is the e-brake i don't know where it is to spray it with pb blaster or whatever i need to do to get it unstuck

E-brakes very rarely need adjusting. There is usually another cause of a poor parking brake but it sounds like the guy tightened it too much and now trashed the shoes.

what would the steps be to try to remedy this problem? I don't have anyone else to do this so i need to try to fix it on my own and frankly am tired of getting crap vehicles and getting cheated by the people who sell them. Just want to fix it myself if possible ty very much for you're time

No, I wouldn't suggest that at all. This system needs to be inspected by a professional to find the cause of the problem before someone gets hurt.

If my look up was accurate this uses a small drum brake inside the rotor - rear wheels.

That is the world's dumbest idea as it just sits and fills with whatever dirt and rust. If cables are moving freely you can forget those for now but need to get in there, rotor off which could be a real pest with a stuck parking brake. You probably will break things getting rotor off at all to know what's wrong. Plain hardware could be all messed up.

No choice - this will cause regular service brake issues all confused.

Gotta get in there to know what to do which will NOT be easy and toss everything that you find messed up, both sides.

You do NOT adjust parking brake except the original correct spot and leave it alone after that. if someone messed with the adjustment for some reason you need to get it all right where it should be again.

Already said that design stinks. You really should just lightly drag those so they clean themselves up as it's a static brake not intended to be used unless parked.

Plan on throwing a lot of stuff out to fix this. You probably don't have the stuff if this is frozen so pro help is a near certainty,

T
