minor body work?

whats the best way to go about fixing what seems to be minor rust on my wheel wells...its a white 96 honda accord v-tec going to school so dont have money to take it into a shop tips would be great

If this is like some others I've seen and did a butcher job one one (not my trade and it was a white Accord) it a body flaw and think there's much all packed behind there so if like what I've seen this is inside out rust.

A product that help is Rustoleum's Rust Reformer. It's milky water based and turns black when dry on rust! Must be left a whole day and it becomes a primer. Then just get the closest white paint and go over it even with a small brush is not too fussy. White is forgiving. Got a year out of it but there's nothing like real metal replacement and real body work. IMO that's your least costly way to make it look better and no matter what you do it will probably come back again,

There are some powders available in the Market which will remove rust from your wheel..
