A week ago, I bought a certified 2014 Honda Civic LX, 23K miles from Pacific Honda. Everything was OK and I test drived it. After I paid, and they washed the car, I noticed a big scratch on the hood. I already knew about other minor scratches around but not the biggest one on the hood (because of the thick dust on the car). So the dealer wanted to give the car to a vendor and have the hood repainted. Today, I was supposed to receive the car but they said that the car doesn't look good because the vendor did not let the paint to completely dry before putting the final layer and they need more time to do the final paint again.
At this point, I'm worried about the quality of the paint, and if the paint is going to fade, crack, etc. in future because I don't trust the job the vendor is/will be doing, based on the bad job he has already done.
The dealer offered me a refund if the car will not look good when finished. Therefore, I am thinking maybe I should take my money and buy a brand new? It will cost $6000 more.
Please share your thoughts.

classic buyers remorse - negotiate have the dealer warranty the paint on the hood, I would think a 24 month period reasonable as the vehicle in then 5 years old.
be sure to have all Honda warranty's transferred. Enjoy your Honda.

They may have offered you a refund to make you feel more comfortable but they certainly don't expect to have to do that It sounds like they are bending over backwards to make things right for you and you should just accept that and keep the car you purchased in the first place.
It sounds like they applied the clear coat too soon and it ran so now they just have to sand out the run and refinish the clear coat.
You don't have anything to worry about with the durability of the paint.

Thanks kev2 and Hammer.
Yesterday, what made me upset the most was the sales person lied to me so cheaply and obviously multiple times, it made me confused and regret my purchase. I resent them. The money I bought the car with was my student time savings.
All those aside, do you think that a new car is not worth $6000 more, given that 2017 engine is slightly bigger and I won't have any scratches (this is my first car and I wanted to enjoy the car), and 0 miles?

Your in California congestion, student suggests young age, do not fret over a scratch on a used vehicle you will need the 6k for more important things.
enjoy your Honda, work women and weekends do not need new car payment.

2018s will be out sooner than you think. Sorry this happened but YOU check out a car prior to purchase and do have to understand the paperwork and what is or isn't really going to happen with problems if any. Certified Used doesn't mean much to me - I can tell you a 2014 with miles on it is used without any risk of being wrong.
Read your contract's legal bull. You are not likely to get real money back rather a credit to another in that amount to choose another thru them.
Almost no new car doesn't lose an instant large percent of value if sold and used a day it's no longer new for this car $6,000 bucks less than new at it's age seems too close to new to me so what else cost in that amount?
Sounds like this dealer is trying to make it right and with the others here give them some time to make it right. It would have been up to YOU or company policy to let you have a loaner not mentioned if it did need any work and what type. In this case understand paint isn't so fast and easy and the redo even slower IMO.
Side note/question: How the heck did YOU choose a car that was so dirty you couldn't see it well to know it had this? IDK, for all I know it happened from washing it which they would do right before you took delivery?

Hammer, if the don't sand out the entire clear coat and just the run, before spraying, then the paint will be thicker and therefore worse. Correct? How can I detect that when I see the car?

No, that's not true. They can easily resolve the issue and repair any issue without lasting effects. If it's a small run in the clear coat, they may even be able to sand and buff it out without painting. Either way, you are nitpicking.

Doesn't sound to me like anyone knows what is wrong - paint or another excuse why car isn't ready - any reason.
If really true you were offered your $$ back which if included any circumstantial expenses some disaster may have happened paint issue or not just not ready and dealer knows it.
If the case and you are still worried especially with no time suggested as to when it will be done I'd get out of this mess and move on with another hunt for a car but choose something that's checked out and ready to go right away before you buy it in full,

Hammer, is it normal for the new paint to look any different (perhaps shinier) than the older paint? Or the repainted hood should look exactly like the other parts?
The manager told me he's expecting the car from the shop today.

On a 2014 car, it should all look the same, assuming the whole car is clean.
