http://imgur.com/a/4Tv6k Here's pictures of the damage. Does it really cost that much just to repair this small dent and replace the rear left bumper? Uploaded your images:

Look more carefully - bet it double that or more! Unknown what you'll find behind the skin plus you have a metal dent also and looks like trim over wheel is on the list too. Shocking what that stuff costs plus any unseen damage so only a body shop really has a good shot at estimating this, T

Yes, I'm afraid it does. I would be you have $400-$500 in paint supplies and refinishing labor. You would be shocked at the cost of quality paint supplies. The bumper itself could cost as much as $500 and then the labor to do everything, plus any hidden damage behind the bumper. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

Damn well thanks for the replies guys! Just wanted to make sure I wasn't getting screwed over by the repair people. But wow all this money for what looks like some cosmetic damage on a 2005 Rav 4... (context: i hit someone else's car and am fronting the damage)

Cosmetic damage? What, as opposed to structural damage? Most all body work is cosmetic. Run a key all the way around you car and you'll see how much cosmetic damage can cost.

For clarification I was wondering why it costs so much to repaint scratches and other damages to paint. Is it because they have to strip the old coat and totally repaint the whole panel?

First off the bumper has to be removed. The new bumper has to be sanded, prepped, painted with 3 coats of color and then 2 coats of clear. Then the old bumper has to be stripped of all trim, sensors and lights and all that has to be installed on the new bumper before the bumper can be installed back on the car. Any damage to the body has to be repaired, filled, sanded, primed, sanded, masked and painted.
